What is RCP pipe?

Reinforced concrete pipe, called RCP, is a concrete pipe with steel reinforcement used for storm sewers and culverts. ASTM C76 is the standard that defines RCP strength classes. Harris County's culvert rule, cited below, names ASTM C76 Class III. D&D supplies RCP for underground drainage in Greater Houston. The classes, diameters, joint types, lengths, and manufacturer D&D can furnish are not listed on this page. Call for current sizes and availability, and include the class printed on your plans.

HDPE storm pipe

D&D supplies corrugated and solid wall HDPE from ADS in these diameters: 10", 12", 15", 18", 24", 30", 36", 42", 48", 60". Call to confirm which of those sizes are available as corrugated pipe or solid wall pipe for a storm or culvert line. Diameters and the quote path are on the HDPE pipe page. Joint type and the standard on a given order are confirmed when you call. Table 9.4 of the 2026 Infrastructure Design Manual lists HDPE storm sewer in the right-of-way at 24 inches through 48 inches, which is narrower than the diameter list above.

PVC storm and sewer pipe

D&D supplies bell-end PVC pipe. Sizes, dimension ratios, and whether a given order is for storm drainage or sanitary sewer are not listed on this page. Call for current sizes and availability. In the City of Houston, Table 9.3 restricts where PVC may be used. Those limits are in the next section. Outside the city, the county or municipal utility district that permits the job sets the material.

Table 9.3 also lists polypropylene (spec 02510) with no augering and no multi-barrel, and precast reinforced concrete box (spec 02612) with no listed restriction. Corrugated metal (spec 02642) is limited to railroad crossings. Polypropylene and corrugated metal are not listed as D&D product lines on this page.

Houston and Harris County rules that affect pipe choice

The material allowed on a Houston-area drainage job depends on who permits it. The notes below are from the published manuals. They are not a design. D&D supplies the pipe the plans call for. The engineer of record or the permitting authority sets the size and the material.

What pipe is allowed for storm sewer in the City of Houston?

Table 9.3, “Storm Sewer Conduit Materials,” is the summary. The comparison table above lists the HDPE, PVC, and RCP rows. Two notes from the manual are easy to miss. A local street, for the HDPE limit, is a type 1 permanent access easement and a public street that is not a major thoroughfare or collector street. The PVC exceptions in sections 9.2.01.C.4.b.(2) and 9.2.01.C.4.b.(3) are limited single-family residential outfall connections, including a 4-inch schedule 40 curb connection and a 4-inch to 12-inch schedule 40 ditch connection, when the tract qualifies. They are not a general approval of PVC storm sewer. Polypropylene (02510) is not allowed in augering or in multi-barrel installations. Precast box sewer (02612) has no restriction listed. Corrugated metal (02642) is only for railroad crossings.

For driveway culverts on open-ditch streets, Table 9.3 limits HDPE to single-family residential culverts and does not allow multi-barrel HDPE. PVC is not allowed. Polypropylene is listed with no multi-barrel installations. RCP and precast box have no restriction listed in that row. Table 9.4 adds right-of-way storm sewer diameters: HDPE and polypropylene from 24 inches through 48 inches, and RCP at 24 inches and larger. Read both tables in the City of Houston 2026 Infrastructure Design Manual. If the table and the standard specifications disagree, the manual says the specifications govern.

Houston Public Works applies the 2026 manual to public and private projects submitted for initial review on or after June 1, 2026. Substantially complete plans submitted before that date can remain on the 2023 requirements. See the City's 2026 IDM announcement. Confirm which edition applies to the permit.

What size culvert pipe does a Houston driveway need?

In the City of Houston, section 9.2.01.E.3 of the 2026 Infrastructure Design Manual sizes roadside culverts by hydraulic analysis. The minimum culvert size is 24 inches inside diameter, or an equivalent cross section. The manual's example is an elliptical pipe of 19 inches by 30 inches where the ditch is at least 29 inches deep, with calculations provided for review. A headwall or safety end treatment is required for commercial driveways. In the extraterritorial jurisdiction, that section says the Regulations for Harris County, Texas for the Construction of Driveways and/or Culverts on County Easements and right-of-way govern. Confirm the minimum with the permit. A City minimum is not a substitute for the hydraulic size.

Harris County's Regulations for the Approval and Acceptance of Infrastructure, adopted June 23, 2015 and effective July 1, 2015, require pipe culverts to conform to ASTM C-76, Class III, for reinforced concrete pipe. The size is based on drainage area, and the minimum culvert size is 18 inches for residential and commercial driveways. That wording is in the 2015 Harris County infrastructure regulations. The county's later edition, adopted December 18, 2018 and updated October 10, 2023, states the same Class III requirement and the same 18-inch minimum. That edition is the October 10, 2023 Harris County infrastructure regulations. Ask the county which edition applies to the permit before you order.

How deep the pipe sits is also a permit question. City of Houston Table 9.2 lists minimum storm sewer and culvert cover for thermoplastic pipe, with different depths for roadway, unpaved, and saturated conditions. This page does not restate those cover numbers. RCP cover follows the project specification. Point your engineer at Table 9.2 in the 2026 Infrastructure Design Manual, then call D&D with the diameter and length the plans show.

Driveway culvert pipe in Houston: what to buy

Use the checklist with the diameters and materials in the sections above. Another county or a municipal utility district can write a different rule from the City and Harris County limits. The list is the buying sequence. It is not a design.

  1. Confirm the jurisdiction: City of Houston, Harris County, another county, or a municipal utility district. In the City extraterritorial jurisdiction, IDM section 9.2.01.E.3.c points to Harris County driveway and culvert regulations.
  2. Use the diameter from the permit. City minimum: 24-inch inside diameter, or an equivalent cross section, after hydraulic analysis. Harris County infrastructure regulations: 18-inch minimum, ASTM C76 Class III RCP.
  3. Match the material to that rule. In the City, PVC is not allowed for driveway culverts and HDPE is limited to single-family residential culverts. RCP is listed in that City row with no restriction, and it is the pipe the Harris County culvert section names.
  4. Add the length the rules require beyond the driveway width. Where the City allows earthen slopes, the slope is no steeper than 3H:1V and the pipe end extends at least 2 feet past the pavement edge on each side.
  5. Plan the end treatment. The City requires a headwall or safety end treatment for commercial driveways. Those pieces are not listed on this page. Structures are on the precast page.
  6. Send the jurisdiction, diameter, material, and length to (832) 482-2483, salesrep@ddutilitysupply.com, or the chat button.

Sizes and availability

RCP classes, diameters, joint types, and lengths are not published here. PVC sizes are not published here. Call for current sizes and availability on both, and include the length on the plans. ADS HDPE diameters D&D supplies are 10", 12", 15", 18", 24", 30", 36", 42", 48", 60". Call to confirm the wall type for the culvert or storm line. Whether pipe can be cut to a measured driveway length is a quote question.

Pair storm pipe with precast structures

Inlets, manholes, and catch basins that tie into this pipe are resold precast. D&D does not manufacture precast products. Junction boxes are not listed as their own line. Send the structure schedule with the pipe list so the penetrations match the pipe diameter. Details and the City of Houston inlet types are on the precast manholes and catch basins page.
